Mindfulness Meets Governance: Bhutan’s Approach to Enlightened Leadership
On 31st August 2024, at the Aspen Institute, the Murdoch Mind Body Spirit series presented an insightful dialogue on "Enlightened Leadership for Mindful Living."
The event featured two prominent figures: Dr. Deepak Chopra, a globally renowned spiritual leader and author, and the Prime Minister of Bhutan, His Excellency Dasho Tshering Tobgay. Together, they explored the intersections of leadership, mindfulness, and the pursuit of happiness, offering profound insights into how these elements can shape a better world.
A Vision of Holistic Flourishing
The evening began with an introduction by Gina and Jerry Murdoch, the sponsors of the series, who emphasized the importance of nurturing the whole individual—the body, mind, and spirit. This holistic approach, rooted in the founding principles of Aspen, set the stage for a discussion that would delve deep into the essence of enlightened leadership.
Dr. Deepak Chopra, a leading figure in the meditation revolution and author of 95 books, was introduced as a close friend of the Murdoch family and a partner in the pursuit of cultivating enlightened leadership. Chopra’s latest work, "Digital Dharma," which explores the balance between technology and expanded awareness, was highlighted as a continuation of his lifelong dedication to personal and spiritual growth.
Bhutan: A Beacon of Enlightened Leadership
The conversation then turned to Bhutan, a small Himalayan nation often celebrated for its unique approach to governance through the concept of Gross National Happiness (GNH). Prime Minister Tshering Tobgay, who served from 2013 to 2018 and was reelected in 2014, shared his country’s journey towards enlightened leadership. He humbly acknowledged that while Bhutan is a small nation, it has the potential to serve as a beacon of wisdom, courage, and compassion—a trinity of virtues essential for leadership in challenging times.
The Prime Minister described how Bhutan’s leadership, guided by the principles of Buddhism, focuses on selfless service, sustainability, and the well-being of its people. He highlighted the role of Bhutan’s monarchs, who have epitomized enlightened leadership by prioritizing the happiness and prosperity of the nation over personal power.
Gross National Happiness: A Model for the World
Central to Bhutan’s philosophy is the concept of Gross National Happiness, which balances economic development with environmental preservation, cultural values, and good governance. The Prime Minister explained how Bhutan has transitioned from a medieval society to a modern nation while maintaining its cultural identity and environmental integrity. This journey, he said, was possible due to the enlightened leadership that visualized a better future and had the courage to act on that vision.
The Prime Minister also touched on Bhutan’s ambitious urban planning project, which aims to create a city designed around mindfulness and sustainability. This new urban space, he explained, will not only reflect Bhutanese cultural values but also offer a model for the world—demonstrating how urban living can be harmonized with spiritual and environmental consciousness.

Global Challenges and the Need for Enlightened Leadership
Dr. Chopra brought the discussion into a global context, stressing the urgent need for enlightened leadership to address the crises facing the world today, from war and corruption to environmental degradation. He posited that leadership today often succumbs to cronyism and corruption, and there is a dire need for leaders who embody wisdom, courage, and compassion. Bhutan, with its commitment to Gross National Happiness and enlightened governance, offers a guiding light for other nations seeking to navigate these turbulent times.
Chopra also reflected on the potential for small communities, like Bhutan and even Aspen, to serve as experimental hubs for spreading the principles of happiness and mindfulness on a global scale. He suggested that by fostering shared vision, maximum diversity, and emotional and spiritual bonds, these communities could set a powerful example for others to follow.
Visit Bhutan
The evening concluded with a call to action for those present to not only embrace the principles discussed but also to actively participate in spreading them. The Prime Minister invited those who had visited Bhutan to return and to encourage others to experience the nation’s unique approach to leadership and happiness.
As the world faces unprecedented challenges, the insights shared during this event offer a roadmap for cultivating enlightened leadership and mindful living. By integrating wisdom, courage, and compassion into our personal and collective lives, we can aspire to create a more peaceful, just, and joyful world. Bhutan, with its pioneering approach to Gross National Happiness and mindful urban development, stands as a beacon of hope—a small nation with a profound vision for the future of global leadership.
